Solution: Just log out and you can activate using just an activation key by itself.
I did some more reading and apparently Office 2016 Pro Plus is a MSDN product really only for commercial users, not regular consumers, and logging in with an email account screws with Office products if they are activated by key only and not also a MS account. When I signed out, the notification to activate went away and the one that said “activated” stuck around. I decided to try signing out of my Microsoft account.
